Per bug 1425218 comment 6:

We could also use mozIOSPreferences API to identify the correct skeleton/pattern for the time picker. This pattern will take into account manual hourCycle set in the OS on Windows/Gnome/Ubuntu/MacOS/Android. I'm not sure if we're doing it right now, but if we don't, we should.
