Per bug 1425218 comment 6:

We could also use mozIOSPreferences API to identify the correct skeleton/pattern for the time picker. This pattern will take into account manual hourCycle set in the OS on Windows/Gnome/Ubuntu/MacOS/Android. I'm not sure if we're doing it right now, but if we don't, we should.

I also just came here as I experience the same issue on Windows and Linux. My setup:

• Using Firefox en-US on Windows with en-US (en language for Firefox and OS)
• Using de-CH regional preferences (which should provide 24h time format)

Websites using <input type=time> use AM/PM time format which is very uncommon here in Switzerland (CH).

about:support showing:

• Requested Locales: ["en-US"]
• Available Locales: ["en-US", "de"] -> Note: Installed DE language pack
• App Locales: ["en-US"]
• Regional Preferences: ["en-US"]
• Default Locale: "en-US"
  Operating System
• System Locales: ["en-US"]
• Regional Preferences: ["de-CH"]

According to the documentation here if the language ("en" prefix) of Firefox and OS is identical then Firefox should pick the OS regional preferences. But it doesn't.

Also as documented when setting intl.regional_prefs.use_os_locales=true in about:config my Firefox about:support changing properly to

• Available Locales: ["en-US", "de"] -> Note: Installed DE language pack
• App Locales: ["en-US"]
• Regional Preferences: ["de-CH"]
• Default Locale: "en-US"

I am not sure if I misunderstand the documentation but the language portion is "en" for Firefox and the OS and then it should read the regional preferences from the OS but it doesn't by default.
