STR:

1. Make sure Picture-in-Picture is enabled (media.videocontrols.picture-in-picture.enabled set to true)
2. Visit https://developer.mozilla.org/en-US/docs/Web/HTML/Element/video
3. Play the flower video until the video ends
4. Right click on the video, and choose Picture in Picture

ER:

The Picture-in-Picture window should appear, and show the final frame of the flower video.

AR:

The Picture-in-Picture window shows a blank frame.
