153394 - closing last window causes Quicklaunch to unload, then reload

Seeing this regression with all the trunk builds since 1.1-alpha (2002-06-11?)
through 2002-06-20, on WinNT. I couldn't find any existing bug blocking bug
75599 so I'm creating this new one.

What happens is that I'll have Quicklaunch enabled and several browser windows
open.  I'll be planning on browsing another site after I finish reading the
current windows but I'll close the last window without realizing it was the last
one.  There will be a significant delay (and I can hear the HD thrashing) as
Quicklaunch unloads, then reloads.  I can't reopen the browser until it finishes.

I'm not clear on the dependencies, but I believe this bug duplicates bug 146340.
