1534257 - PWA icon not displayed in the toolbar if "Show images" are set to "Blocked"

Environment:
Device:

• Huawei MediaPad M2 (Android 5.1.1);
• Samsung Galaxy S8 (Android 8.0)
• OnePlus 5T (Android 9)
  Build: Nightly 67.0a1 (2019-03-10);

Steps to reproduce:

1. Go to Settings -> Advanced -> Show Images.
2. Set "Show Images" to "Blocked".
3. Go to https://pwa.rocks and observe the PWA icon in the toolbar.
4. Go to Settings -> Advanced -> Show Images -> set to Always.
5. Reload https://pwa.rocks.

Expected result:

• Step 3 and 5: PWA icon is displayed.

Actual result:

• Step 3: PWA icon is not displayed.
• Step 5: PWA icon is displayed

Hi, issue can be reproduce with One Plus A6013(Android 9),Samsung Galaxy S9 (Android 8.0.0) on Firefox Nightly 68.3a1(2019-11-04), Firefox Beta 68.3b3 and Firefox Release 68.2.0
Note:
For Fenix/Firefox Preview PWA is not implemented:https://github.com/mozilla-mobile/fenix/issues/204
