Brief description of the request:
This test is to land a patch to stop websites from requesting users for notification permissions until user gesture is detected. The goal is to learn stoppage power and site breakage through this simple implementation, as well as collect feedback from the community.

We decided not to run this as an experiment because it wasn't going to tell us what we want to know. As such I'm closing this ticket - lemme know if you need data support associated with the rollout!
