1534688 - No h264 support in wpt

We don't seem to enable the fake h264 support in web-platform-tests, which is causing a test-case to fail.

If we could get the real h264 plugin working in CI (see bug 1462786), that should take care of this too.

I think that we should be able to fix this with the fake plugin, but not sure.
