Steps to reproduce:
(Use Firefox with multiple windows and tabs open.) Close Firefox. Restart Windows. Open Firefox.
Actual results:
Upon start, Firefox restores windows and tabs automatically, but some tabs remain empty.
In the URL bar the icon indicates that the site is temporarily trusted (which should no longer be true after restarting Firefox). When manually reloading the page, the usual prompt for trusting the site is displayed, and if I trust the certificate temporarily again, the page opens.
Expected results:
The dialog for an untrusted certificate should be displayed instead of an empty page, and the "Temporarily trusted" state should not be remembered after restarting Firefox.

Can you please provide the temporarily trusted sites you are encountering this issue with?
Is this issue reproducible with the latest Firefox Nigthly?(https://www.mozilla.org/en-US/firefox/67.0a1/releasenotes/)

Sorry for the delay: Unfortunately the site is Intranet. It seems the page loads some Javascript, and the page is in cache of Firefox. So what I see is some kind of splash screen with some animated icon, but nothing happens (for hours) until I press the reload button. I made a few screen shots (German unfortunately) to explain the effect at least a bit better.

This dialog should appear when restarting Firefox, not just after pressing "Reload".

Thanks for the detailed information Ulrich! It would be good to know if this is reproducible in Firefox Nightly version (see link in Comment 1)
Not sure if this issue is due to session restore or certificates, let's move it over to session restore for now.

Sorry for the delay: I failed to download the nighly build (I only got a "proxy-installer"), but when upgrading to 60.6.1 it seems the problem is gone: After switching to a tab that showed the problem, I get the message that the connection is untrusted immediately (with no need trying to reload the page).
