Right now there are links for the "Learn more" install page in addon CFRs that refer to en-US. They should work for all locales.

I have verified this issue with the following Firefox Nightly (68.0a1 Build ID - 20190407214820) locale builds: AR, DE, RU, FR, IT and zh-CN; on Windows 10 x64, Arch Linux and Mac 10.13.3. Now the 'Learn More" button redirects to the correctly localized page.
