May I ask why we haven't enabled this by default for non-WebRender? In other words, what is the current block issue for this?

One of issues, you may already notice, it"s bug 1546856, I have a patch for that, but haven't succeeded in writing automated tests. That's said, I'd like to enable the feature once after we finished implementing webrender backends for background color animations.

I am going to re-use this bug to let the pref ride on trains. (regardless of backends)
