This bug covers configuring the collector, processor, and webapp for Pub/Sub using Pub/Sub project, topics, and subscriptions for the stage environment.

Socorro uses three "queues": standard, priority, and reprocessing. We need a topic for each for stage and a topic for each for prod. We need a subscription for each topic created.

For the local dev environment, I used these:

project_id=local_dev_socorro

standard_topic_name=local_dev_standard
standard_subscription_name=local_dev_standard_sub

priority_topic_name=local_dev_priority
priority_subscription_name=local_dev_priority_sub

reprocessing_topic_name=local_dev_reprocessing
reprocessing_subscription_name=local_dev_reprocessing_sub

I don't have any preferences for naming--it's just configuration and doesn't affect anything else on my end of things.

Miles, Jeremy: What's the naming scheme we want to use for topics and subscriptions?
