Cursor doesn't follow Page Up / Page Down in TEXTAREA

Details
Given a form's textarea with enough content to warrent a page up / page down
command, should you try to pgup/dn, the cursor will not follow you to the
next 'page'.
Steps to reproduce:
1. Fill a form's textarea with enough lines to allow you to page up / page down
2. Place cursor at the beginning of the text
3. hit page down until you're viewing the end of the text block
4. Hit a key. This will cause you to be reset back to the beginning of the
textarea where the keystroke command has just taken place.
