I selected Activity Stream since it handles onboarding but I'm not positive this is the right component.

Some software that MITMs connections won't have a certificate trusted by Firefox and will cause SEC_ERROR_UNKNOWN_ISSUER errors. For example:
https://support.mozilla.org/en-US/questions/1238264

It would be helpful for users that are in this situation if we could provide guidance on how to resolve this.

Peter do have any ideas or good next steps for this one?

Not sure where the code should live to detect MITM behavior but for displaying a message, potentially it could appear in some messaging system bug 1538729?
