Details
With the integration of shield-study-addon-utils behavior into Normandy itself, we'll need to provide privelged web extension APIs to replace the utils. Study add-ons should be able to interact with Normandy and perform the other privileged actions.
The exact set of APIs that should be provided is to-be-determined.
