4.1.0 includes two PoC interventions for fixing -webkit-scrollbar related webcompat issues:

• Bug 1305028 - gaming.youtube.com - The vertical scrollbar displayed for the main pane is partially overlapped by the video itself
• Bug 1518781 - [twitch] The edit button for comments is hard to click because it's covered by the scrollbar, if your OS uses overlay scrollbars (and your browser lacks ::-webkit-scrollbar support)

These are Desktop-only interventions, but let's import the sources into Fennec as well, just so that both are on the same page.
