Tracking bug to disable the test at gfx/layers/apz/test/mochitest/test_group_touchevents.html for windows10-aarch64 as it fails consistently.

A tracking bug is used so that the main bug isn't closed when a patch to disable the test is submitted.

Has any investigation been done as to why it's failing?

Recent try pushes show that it appears to be producing the expected outcome on windows10-aarch64 hardware:

I have not yet disabled this test for the platform noted above. Perhaps this bug can be closed for the time being, and discussion moved to the parent bug where the failure is noted.

Ok, sounds good. If the failure happens frequently we can revisit this.
