We had the same discussion on #sheriffs yesterday. It's not clear what "List of other uplifts needed" means. And the way I've always filled it is the other way around the one you apparently expect: Bug 1527463 does indicate this one. Can the form be made more obvious what's expected?

Maybe both bugs should suggest the dependency? I'm referring here to sth automatic, when you add the "List of other uplifts needed" in one bug, that be reflected in the other bugs too.
