This patch adds a simple way to clear the DNS cache, including the TRR cache.

If we're doing a dot release, it would be a good idea to uplift it as it would make the TRR v6 experiment much easier.

Hey Liz - can you help us do the right things for the uplift? We need this for an upcoming experiment in release. We believe the risk is low and this will help us make better decisions about the impact of DoH.
