When drag tab, there is only a thumbnail with mouse arrow cursor.
So, there is no visual feedback whether tab are detached.

I think that
Mouse cursor style should be changed if tab can be detached.
I.e.,
Mouse cursor should be changed
if mouse pointer is outside of browser window.
if mouse pointer is in content area.

We do change the cursor on Linux so I'm guessing this is a Windows widget bug.
