I have no idea what happened but https://phabricator.services.mozilla.com/D16154 has 'r?botond' but didn't set reviewers on the site.

Probably that's because I did clear the reviewers once, after that I did submit updated commit with r?botond?

the broader topic here is bug 1501077 - is the dev's repo or phabricator the source of truth of reviewers, and what action should be taken when there are conflicts?

however that you cleared reviewers means you're hitting bug 1531627, which is easier to reason about (and hopefully resolve!).
