The only user of MOZ_IS_MSVC was removed in bug 1526507.
The name is not very clear in the clang-cl world. The recently-deleted use of the macro had to do with whether we were using Microsoft libraries, not their compiler.
I want to delete this macro so that if anyone needs such a thing again, they'll resurrect it with a more precise name.
