I think that the cookie manager should be able to use W3C privacy policies like IE6 can, in determining whether or not to accept a cookie.
We had a front-end for this until... *ponders* 0.9.8 or so. I'm not really aware of why it was hidden. Glancing over the relevant bugs however, it seems as if it was never really functional. I'm duping this to the bug I think most closely resembles your request, but see also bug 62399 and bug 128936 (warning: lots of discussion to wade through) :) *** This bug has been marked as a duplicate of 124503 ***
