1540339 - Intermittent - click on a failure's more action button shows only Backfill

Sometimes when I click on a failure for the first time and I need to rerun/retrigger, I click on the more actions button and I only have backfill.

Any console errors you notice when this happens?

No, I did not have the console open. I'll keep an eye on that.

The issue reproduced again, no errors in the console. I think this only happens with builds, not 100% sure, usually new build bustages that were not selected before. At least, that's the pattern I noticed.
