For the MinGW builds, we don't track a clang release, rather, we follow trunk. The recent rename only renamed the file, so that's good, but the file was renamed and we should review the other changes.

I actually meant to update to clang-8, but somehow didn't modify the file. The trunk that is being used is actually older than the 8 release (and it's older than the branching off for the 8 release). I don't see why you shouldn't use clang 8 until you actually need some fixes from trunk again, and even then, I'd argue you should cherry-pick those changes.
