Steps to reproduce

1. Start Firefox
2. Enter customize
3. Tick Title bar checkbox

Expected result

• There is a visible way of notifying the user that the Drag Space can't be used (In Fx66 the option Drag space and its checkbox are greyed out).

Actual result

• Drag space and its checkbox are not greyed out and the user does not know that it will not work, until it tries to click it and notices that it does not work.
