1541264 - Add the ability to filter treeherder results by intermittent bug number, or more broadly by failure message text

When going through treeherder runs with rebuilds, I often want to know how many times a intermittent or a particular failure was hit. Sometimes I further want to compare those failures to see if the failure mode is always the same. The ability to filter the results by failure message would save me a lot of clicking and time.

Thanks for the bug. In the mean time, you may get some mileage out of our new prototype: Push Health. On the drop-down menu for each push, at the bottom is a menu item for "Prototype: Push Health". This gives a view that attempts to show jobs of concern and repeats which would indicate intermittents. It's not perfect (hence prototype) but may prove useful. And we welcome feedback! :)
