Properties for any bookmark in Manage Bookmarks cannot be edited. Is true for
attempts using mouse, keyboard, menus.


Reproducible: Always
Steps to Reproduce:
1.Select Manage Bookmarks
2.Highlight a bookmark
3.Attempt to edit its properties (e.g., [Ctrl] [I])


Actual Results:  Nothing happens.


Expected Results:  Bookmark's Properties window should appear.

Currently it seems that it's not possible to do any management until you switch
to another window and back to the management window.

marking dup of bug 153828 as it seems to me that they are symtoms of the same
problem. 
if anyone disagree, please reopen this bug.
