1542099 - Quantumbar: Return a11y focus to the input when left arrow/right arrow/home/end are pressed

STR (with a screen reader):

1. Ensure Quantumbar is enabled.
2. Type "test" into the address bar.
3. Press down arrow. Observe that the screen reader reports the autocomplete list item.
4. Press left arrow.
   • Expected: The screen reader should report focus on the address bar input.
   • Actual: Nothing is reported.
5. Press left arrow again.
   • Expected: The screen reader should report the character to which the caret moved.
   • Actual: Nothing is reported.

This makes it difficult for a screen reader user to edit the content in the address bar. This is a regression from the current (non-Quantumbar) address bar implementation.
