Hide new Is Regression field on Enter Bug page when selected Type is not defect

Tania wants to see the new Is Regression field (currently the regression keyword and Has Regression Range field) on the Enter Bug page, so QA can file a bug with the flag set if they know it is a regression.
An additional requirement: the field will appear on the new bug form, regardless of the bug's type, once the field is created (see bug 1545258).
The new bug page UI should hide this field unless the bug's type is 'defect' and the form display (as a dropdown) all the values but '---'.
This is showing up on bugzilla-dev.allizom.org. The field type is incorrect set up and needs to be fixed.

We need a logic to hide the field from non-defect bugs.

Just let me know when it’s enabled :-) We can’t hide anything that’s not available yet.
That should be enabled on bugzilla-dev. Logging in now to confirm.
It is enabled.
Also, :glob and :dkl think the old code which controls if a field is displayed which was in the old bug style is not in bug modal, and should be moved over.
