1543280 - Enable fingerprinting and cryptomining blocking on Nightly

Now that Bug 1529517 has landed, we should be able to enable cryptomining and fingerprinting by default in Nightly without forcing all users into the Custom mode of Content Blocking.

Our tentative plan for 68 is:

Nightly - CM and FP on by default in Standard
Early Beta - CM and FP on by default in Standard
Beta - CM and FP on by default in Strict setting.
Release - CM and FP on by default in Strict Setting.
