This exception is not ok. The test knows how to parse manifest.json files. The correct fix is to test for data.theme_experiment at https://searchfox.org/mozilla-central/rev/69ace9da347adcc4a33c6fa3d8e074759b91068c/browser/base/content/test/static/browser_all_files_referenced.js#341
