This looks like it's caused by the same issue in bug 1335740; our proxies which make other origins work on android in our CI aren't working properly on our Android 9 machines.

We should just disable this test until that works; we have test coverage on other Android versions.

Disable test_isTypeSupported on android version >= 28 (Android 9.0) since our
infra there doesn't support cross origins there, at least until bug 1335740
is resolved.
