This is a regression which occured between (I think) Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.1a+) Gecko/20020623 and (for sure) Mozilla/5.0 (Windows; U; Win98; en-US; rv:1.1a+) Gecko/2002062604. Go to http://piology.org/mozilla/bugzilla/ and spot the images in the lower right corner (they are linked, so you find them looking at the status bar). They are not displayed. The images are just fine, you can view them. The page and the CSS do validate. Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.1a+) Gecko/20020625 has no problem. pi

Note that the image will be displayed if you remove the base tag. pi
Attached file simplified testcase
Even better testcase. Different from the original page you cannot replace the href by a target attribute in the base tag for the bug to show up. pi
Attachment #89267 - Attachment is obsolete: true
