dom.vr.enabled and dom.vr.external.enabled right now are not live prefs so we can't selectively enable them when we have a VR context (in GeckoVRManager.setContext)
It would be nice to do that so that the geckoview embedder wouldn't need to set the prefs at build time like we do in FxR.
