User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:66.0) Gecko/20100101 Firefox/66.0
Steps to reproduce:
I open a web page (for example https://www.arbetsformedlingen.se/For-arbetssokande/Platsbanken/annonser/8253215 ) and print it in Windows 10.
I use Microsoft Print to PDF
Check the size and contents of the resulting PDF.
Open same web page (https://www.arbetsformedlingen.se/For-arbetssokande/Platsbanken/annonser/8253215 ) using Microsoft Edge browser and print.
Use Microsoft Print to PDF
Check the size and contents of resulting PDF.
Actual results:
8 out of 10 pages are printed as image and result sizes like 400+kb using Firefox.
Furthermore, since the page is printed as image. It is impossible to copy/paste text from it.
However Microsoft Edge is capable of printing same pages as text. The file sizes range 30-40kb and it is possible to copy/paste text from them.
Therefore I always need to open Microsoft Edge to print web pages which is annoying...
Expected results:
Firefox should have managed to print pages as text also without inflating the resulting PDF size by using images.

This sounds similar to bug 1487467 and bug 1219267.
