Steps to reproduce

  1. Launch a Firefox without DP, then close it.
  2. Launch Firefox with DP.
  3. When the Important News pop-up is displayed bring in focus a folder.
  4. Bring back in focus the browser and hit "cmd + T" and "cmd + N" a few times.
  5. Click on "Continue" from the pop up.
  6. Type something in the address bar then hit enter.

Expected result

  • Step 4: No actions are allowed until the pop-up window is closed.
  • Step 5: The address bar searches for the input string.

Actual result

  • Step 4: For "cmd + T" the browser glitches, for "cmd + N" a new window is displayed.
  • Step 5: All the new tabs and new windows are displayed at once.
  • Step 6: The address bar does not perform the search the input

Regression range

  • This is not a regression as it reproduces ever since the feature was implemented(reproducible on Fx 67.0a1 2019-01-31).
  • This issue is not reproducible on Windows 10 x64 nor Ubuntu 18.04 LTS.

This appears to be an issue for all the modal dialogs I could find in Firefox so probably a more internal issue that has been around for a long time. The issue reproduces if you go to Preferences, Privacy, Security Devices, Load. It does not appear to reproduce with modals displayed as sheets.
