Two bugs were recently marked as dupes of each other.  Bugzilla used to prevent
this.  This is a regression.

Bugzilla has never prevented duplicate loops, has it? We prevent dependency
loops, but not duplicate ones.

Strangly, I can't find another bug on this.

You would have thought so, wouldn't you? But I've searched back through the CVS
logs and code for process_bug.cgi (presumably where this would happen), before
templatisation, and I can't see any check apart from the one that stops you
marking a bug as a duplicate of itself.

We have dependency loop checking, but have we ever had dupe loop checking? I
seem to remember having to write duplicates.cgi so that it coped with dupe loops...

Yeah, its not in 2.14, either.

Not a regression; -> 2.18. I'm sure I've seen another bug on this, but I can't
find it.

clearing target in DUPLICATE/WORKSFORME/INVALID/WONTFIX bugs so they'll show up
as untriaged if they get reopened.
