Expected Result: A banner advertisement is visible on the right hand side of the page. This is displayed in an iframe from https://s.pubmine.com/sandbox.html.

Actual Result: No advertisement is visible. The s.pubmine.com iframe is not present in the DOM.

pubmine.com is on the base tracking protection list.

The behaviour of this page differs in my main browsing profile vs a new profile. I get an ad in my main profile but no ads in a new profile.

It seems that the URL that returns the add data is a POST request to something like https://s.pubmine.com/adjr?rid=ID. In the case where I get no add the following JSON is returned:

I think this just means that in some cases there is no winning bid for the ad auction?

That looks right, but is surprising. If we're stripping cookies I would expect you to have a similar experience on a new profile and on a profile with a lot of history that no longer has an accessible identifier tied to it. When you do see an ad, what third-party cookies are listed as "unblocked" in the subpanel?
