In bug 153032, we implemented a new AlmostStandards mode in which the issue in
bug 22274 is the only quirk.  As bug 153032 comment 43 mentions (and as I had
already been thinking), we should consider moving some doctypes that we made
trigger Quirks back to AlmostStandards.
A good example would be this page which is rendered in quirks (according to page
info). It does not validate BTW.

I think making 1.1beta and 1.0.1 (and derivative products) behave differently
would be confusing to authors who are trying to understand what is going on.

What has more weight?
* Being consistent with IE
* Avoiding inconsistency between 1.0.1 and the trunk
* Avoiding contradicting documentation (official or unofficial) that has been
out there for a long time

My feelings about this are quite ambivalent. I'm not sure if doing this is a
good thing, but if it is going to be done, it would be better to do it
early--preferrably so early that 1.0.1 and the trunk will behave consistently.
Target Milestone: mozilla1.1beta → mozilla1.2alpha
Based on the compatibility arguments, I think it's better not to change this,
although I'm willing to listen to arguments on the other side if anyone has more
of them.
