3 years ago there was no Remote Settings, only the OneCRL blocklist.
We wrote some tests for it in:
https://searchfox.org/mozilla-central/rev/d143f8ce30d1bcfee7a1227c27bf876a85f8cede/services/common/tests/unit/test_blocklist_signatures.js
We want to move the OneCRL from services/common along with the other security settings (Bug 1543598).
It would make a lot of sense to rewrite those signature tests more generically, so that the OneCRL tests would only be about the "sync" event handler.
