If you lock the preference browser.download.useDownloadDir to true, it also prevents you from selecting a new download directory.
This is incorrect.
Locking the preferences browser.download.dir and or browser.download.folderList should control that.
It is legitimate to force the user to always download to a specific directory, but allow them to pick that directory.
