"Please enter your master password" message keeps on appearing

Steps to reproduce:
Run application "Firefox Quantum 64 bit", version 66.0.3 on a Windows 10 desktop.
Actual results:
"Please enter your master password." box appears for no reason. I am assuming this is the Master Password request because I have ticked the box "use master password".
When I untick this box then fault does not appear.
I am not running at the time of the fault any web pages which require or ask for my passwords.
I believe that this bug first appeared in this version 66.0.3.
Expected results:
"Please enter your master password." box should not appear unless I am entering a password.

I only want to add that I have uninstalled Firefox 66.0.3.yesterday and then reinstalled for your website but it made no difference.
Only unchecking "Use master password" box cures this problem.
Do you need any more information from me ?

do you use avast/avg as security software on your system?

Do you have Firefox Sync set up? If so, Sync needs access to password manager storage for its decryption key shortly after startup.
I have Avast on my system, I have not Avast and Firefox running side by side for many years. I have tried disabling Avast field control but that does not work either. I am told that Firefox is aware of the problem and it will be corrected on a future update.
I done have Firefox Sync set up.

I have same problem after update AVG Internet Security to version 19.4.3089. No problem with previous version 19.3.3084 or uninstalled AVG. I contacted AVG technical support, but after an hour of conversation and their remote access and disable AVG (disable AVG didn't help) AVG support says "If AVG is disabled and there is still the same problem, it is not AVG problem, but Firefox problem. Please contact Firefox support.".
I tried reinstalling (uninstall-install) Firefox with a new profile, but no effect. The master password is required always at start Firefox when the page is blank or not (whenever, no matter what page is showed).
There is probably some conflict between AVG and Firefox, but AVG support rejects the their fault.

in case it's about the dialog popping-up at startup for avast/avg users, that's bug 1541927 which is getting fixed in the upcoming version of firefox.

Can you load the URL about:policies
in a new tab and confirm that you have a policy (from Avast) affecting Firefox? If so, this would be a dupe of bug 1541927.

In Firefox 67, Beta 68 or Nightly 69 is the same problem. Not repaired.

Can you attach about:studies? My understanding is that they were also causing this issue. Once you get a screenshot, can you try disable any "hotfix-update-…" study?

There are none shown on the page or they are all disabled? The studies that could cause this issue got disabled yesterday so if your Firefox is up-to-date you should no longer see the issue. Can confirm you're updated and see if the issue persists?

I have studies disabled. After enable studies - there are none shown on the page about:studies.
Problem is still probably in about:policies.
In about:policies is: "Certificates Install "C:\ProgramData\AVG\Antivirus\wscert.der"".
(inside the path are always two backslash "")
Windows register (regedit):
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Mozilla\Firefox\Certificates\Install]
"1"="C:\ProgramData\AVG\Antivirus\wscert.der"

It seems like you're already getting assistance in bug 1541927 comment 44 and later but that bug was resolved. Can you please file a new bug using this link and we can continue the investigation in one place.
