Implement chrome.favicon (or browser.favicon) API for access to favicons.
Chromium are going to add new API for access to favicons – chrome.favicon
.

Chromium also allows to get favicons via `chrome://favicon/https://example.com URLs (It's the old way).
Firefox have no way to get local saved favicons from history, bookmarks (favicons.sqlite file).
