With the pull request #576 (https://github.com/w3c/mediacapture-main/pull/576),
the WebRTC Media Capture Stream specification does not include
onoverconstrained and OverconstrainedErrorEvent.

This CL's purpose is to remove WPT tests and code related to the event
that are now not required any longer.
