Observed with today's Nightly (2019-05-04):
My current theme has become inactive even though xpinstall.signatures.required
is false, and all themes that were disabled (and with themes every theme except the currently active theme will be disabled) disappeared from the add-on manager after a restart (and looking within my profile directory, they're gone for good).
If I'm not mistaken, the regression range is 2019-05-03 to 2019-05-04, i.e. https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=083106d8fc7407c880a3a044c83d4e15e5961063&tochange=9419be649effc5bc67eb3d6fce1db46caa7fae7e.
No longer depends on: armagadd-on-2.0
