Steps to reproduce:
As of Friday all add-ons were disabled (everyone knows).
None off the config flags fixed it.
The study didn't fix it.
The update didn't fix it.
Actual results:
All add-ons are still disabled.
Expected results:
All add-ons should be re-enabled.
Details:
- this is on Windows 2012 Server
- this is under a non-admin account
- admin account was fixed by the update
- tried restart, tried all the things, nothing makes add-ons come back
- installing new add-ons gives: Download failed. Please check your connection. (I can surf fine)

Bug-report was filed from a different computer... so it is not Firefox 60 that has the problem.
Status: UNCONFIRMED → RESOLVED

Thank you with your patience with the noise on this bug, there's a new one opened to track the 66.0.4 issue and I'm going to dupe all those to that one.
I'm closing comments so people follow up on the tracking bug.
