A user on discourse reports that 66.0.4 fails to apply the certificate. I've attached the screenshot of the error they see in the browser console. The result that addCertFromBase64 returns is 0x805a1fe8

We had a report in Bug 1549249 that this error code was fixed by changing the file permissions / ownership on cert9.db, key4.db and pkcs11.txt in their profile directory. In their case those were owned by root previously for some reason: https://bugzilla.mozilla.org/show_bug.cgi?id=1549249#c35.
