1549746 - Allow WebRender for Intel devices with a battery, but running at low resolutions on nightly

As discussed with jrmuizel, we would like WebRender to run on Windows even if it has a battery, as long as the screen size is small enough. Nightly only.

Florin, are you certain this change was the one causing the performance difference? It should not have had any impact on Windows 7
