Just to clarify (based on a conversation with KaiE there was some confusion). I was recommending we move it ALL to an OTR directory, not just the content. This would be similar to how mail/components/im is setup. It has content, modules, etc. all under that directory.

I think moving just the content to a separate otr directory is a nicety, but not a big deal.

Reasons for doing this initially are that it would make hg blame / log saner.

Thanks for the clarification. A move to a completely separate directory sounds like it might need some more adjustments throughout the code, and also I'd have to research what needs to be done to make that work.

I'd prefer to do it after the initial landing.
