66.0.x doesn't play local SWF files

Steps to reproduce:
Starting with version 66.0.x, Firefox doesn't play SWF files stored on local disk drives (online Flash content works fine). I think it may be connected with the recent expired certificate addon bug, but I'm not entirely sure. I tested this on an older computer where I had version 65 and local SFW files played fine there. When I updated it to 66.0.5, they stopped playing. One computer runs W10 64-bit CZ, the other W7 64-bit CZ, both have 64-bit Firefox, Czech localization.
Steps to test it:
- Go to https://helpx.adobe.com/flash-player.html
- You should see tree animation playing lower on that page.
- Use Tools-Page Information-Media to save the animation (flash_tree.swf).
- Use File-Open to play the file.
I'm also attaching the animation for convenience.
Actual results:
The SWF file is loaded, but not played (screen is white).
Expected results:
The tree animation should play.
