In this bug I intend to land some boilerplate for the new Protections Panel - the goal is to show an empty panel when the tracking protection icon is clicked. This functionality will be behind a pref (on-by-default in Nightly) "browser.protections_panel.enabled"

EDIT:
Try revealed that apparently my hg mv
shenanigans left the protections popup markup in identityPanel.inc.xul, so the duplicate ID test complained.
